A Welsh Labour Party politician who, as Minister of Health in Clement Attlee's post-war government, launched the National Health Service on 5 July 1948. He pushed the service through against opposition from the British Medical Association, insisting it be comprehensive, free at the point of delivery and available according to clinical need rather than ability to pay. He served as Minister of Health and Housing from 1945 to 1951.
